Occupational health negotiations in work ability support – TYVA

We use register data to study the implementation of occupational health negotiations and the types of work ability support measures agreed to during them. We also identify different groups of working-age people that participate in occupational health negotiations and study the connection between occupational health negotiations and continuing at work.

Objectives

We conduct a register study that 

  1. describes the implementation of occupational health negotiations and the agreed measures for supporting work ability before and after the negotiations,
  2. examines the connection between occupational health negotiations and continuing at work and 
  3. identifies different groups of working-age people who participated in occupational health negotiations.

We produce new information that can be used to develop occupational health care services and support decision-making. The results will help in profiling clients and obtaining an overview of continuing at work. A structured memorandum template will be produced as a result of the study. We will also update the Ratkaisuja työhön (solutions for work) learning material published previously by the Finnish Institute of Occupational Health.

Data and methods

The research data consists of occupational health negotiations carried out between 2 January and 31 December 2024, national register data (Finnish Institute for Health and Welfare, Finnish Centre for Pensions, Kela and Statistics Finland) and data obtained from the patient information system and negotiation minutes of an occupational health care service provider (Mehiläinen).

Results and impact

  • The study provides practical information on carrying out occupational health negotiations and what kinds of solutions are effective in each situation. The information obtained from the study will be used to update the previously published Ratkaisuja työhön (solutions for work) learning material. 
  • At the same time, the study will increase awareness of the importance of recording data into AvoHilmo in order to allow the register to be used to support research even better in the future.
  • The structured memorandum template, created as a result of the study, will be piloted in practice together with occupational health care operators and workplaces. The template published in the project will be made available to all parties who can use it to monitor the effectiveness of their activities.
